“Irregularities and Corruption in Private Pharmacy, Medical and Engineering Colleges in ‘Bangaru Telangana’” ―Professor M.S.Rao

TRS government in Telangana has taken some initiatives to set irregularities and corruption in the private pharmacy, medical and engineering colleges in the new state to create ‘Bangaru Telangana’ (Golden Telangana). However, there are some colleges that still don’t comply with the guidelines of their affiliated universities like JNTU Hyderabad and Osmania University.

There is a lot of corruption and irregularities in the private colleges presently. It is the responsibility of regulating authorities like All India Council for Technical Education (AICTE) and the affiliated universities for these colleges to look into these irregularities to check corruption. The owners of these private colleges don’t pay salaries on time, and they cheat the leaving employees by not paying their salaries for months. They are notorious in filing wrong cases against the leaving faculty and employees. They use the faculty during inspections and throw them after the inspections. Their main intention is to show to the regulating authorities that they complied with the guidelines. They don’t have the required faculty strength as per the stipulated guidelines. They show the names of same faculty who serve in other colleges. That means the same faculty serves in multiple colleges simultaneously. Some faculty offers their services like the cameos in films. It is an open secret known to everybody including the regulating authorities. The Hindu, in its article titled ‘Names of over 50,000 teachers figure on rolls of more than one institution’ outlined the irregularities URL: http://www.thehindu.com/news/national/faculty-names-fraud-across-engineering-colleges-in-india/article7190827.ece. These owners show to regulating authorities that they pay salaries as per the AICTE guidelines and collect the differential amount from the faculty through withdrawal forms before paying monthly salaries. Any common man with common sense can understand this open corruption and irregularities if they check the bank statements of the employees from these colleges. In some cases, the faculty ends up paying more tax to income tax authorities since they are shown with higher salaries on records. How can we expect excellence in Indian education when irregularities occur in this manner?  The world will laugh at our irregularities and corruption in private colleges.  Some of the owners have connection with local criminals and mafia, and they browbeat the leaving faculty with dire consequences. They also threaten filing wrong cases against the leaving employees to avoid complications for them. It is unfortunate that these irregularities are happening in ‘Golden Telangana’. Hence, the chief minister of Telangana State, Mr. K. Chandrasekhar Rao must take a serious note of these things and order probe in erring colleges to create healthy education system.

It is unfortunate to bring it to the notice that the top officials of these affiliated universities take bribes or accept gifts from these owners of private colleges. They are also invited for ‘guest lectures’ and ‘graduation day’ ceremonies and they get handsome honorarium from these erring private colleges. In this way, a lot of ‘give and take’ takes place between the owners of these private colleges and the officials of their affiliated universities. It is time that the social media, print media, nonprofits, government officials, intellectuals and thought leaders check corruption and irregularities in these private colleges to create ‘Bangaru Telangana’.  


Steps to Create Healthy Educational Institutions

Students suffer a lot due to dearth of infrastructure. Faculty suffers due to non-receipt of salaries on time from these private colleges. Parents are caught between the devil and the deep sea. They are not ready to fight against these erring colleges as it might adversely affect the scores and grades of their children in these colleges. The faculty cannot fight as they have the fear of losing their jobs. Likewise, everybody has their own concerns. But somebody must take initiative to cleanse the Indian education system from corruption and irregularities. Here are some steps to create transparency in the private colleges:
  • Find out whether they have adequate faculty as per the norms and rules. Ensure that they maintain adequate faculty-student ratio.
  • Organize sudden inspections to find out whether the faculty is really working or are these colleges showing fake list of faculty. Check their attendance records and biometric systems to cross verify the attendance. Only then the colleges must get permission to start courses. In this way, we will be able to have the colleges that have financial and ethical stamina to conduct courses and run their institutions to provide quality education to students and offer intellectual ambience for faculty.

Those educational institutions that are found to be unethical and corrupt must be derecognized. It gives a stern warning to other corrupt colleges. In this way, other colleges will follow the proper system and it ultimately helps students acquire quality education.

Remember, the day corruption enters into Indian armed forces and educational institutions, the country will collapse. Hence, all patriotic citizens and nonprofit organizations must come forward to cleanse Indian education system and colleges from corruption. Jai Hind!
